OK. Aro sire would have to be as ruthless as he is, or worse. Being Alex was his teacher, and the one that told him to take what he wants by force. He would have no interest in the Volturi, and so would not want or wish to try to overthrow Aro but instead help him when he needs it. being he is like a son to him.
But I would like him to be someone Aro can go to for advice. When you make his histories please read Aro's for the bits about his sire. Referenced to as the strange man or a young man. Or something close. The rest of Bio is up to you. Gift or no gift your choice.
He would not have to join the Volturi. He could be a nomad or attached to his own coven, but he would always be proud of what Aro has made of him self, and would be more then happy to help him if he needed. Other then that you have free rain.

You have much more freedom with James, as he is one of Aro's closet friends, but he is not linked to Aro in anyway. Beside the fact their both became close friends, that is it really, he does not to be as ruthless as Alex or Aro. But I do not want him to be that good, after all. If you hanged out with Aro chances are he has rubbed of on you. Again he does not need to be linked to the Volturi if you do not want him to be.
So you can decide the rest your self, they met shortly before he formed the Volturi, so if you like you could say he helped him to assault the Romanians, but then after which he parted ways to explore the world, but has always maintained contact with Aro. And he is one of few that are allowed to come and go from the castle, at will. As well as having a room within its walls..
